Cause!

A further course of delay presented itself in the desirability which appeared to exist for the Local Defence Committee to confer several points of its scheme with the New Local Joint Naval and Military Committee, appointed under the instructions contained in Your Lordship's Confidential Despatch of 12 May 1893, but the assembly of which was necessarily postponed until a recent date owing to the absence at sea of its principal Naval Members.

The Defence Committee now inform me that their revised Secret Report will be rendered without any further delay.
